E-Rate federal funding overview

Understanding the E-Rate Opportunity The E-Rate program (Universal Service Fund) is the federal government’s primary vehicle for schools and libraries in the US to close the digital divide, offering discounts of 20% to 90% on telecommunications and internet access. Administered by the Universal Service Administrative Company (USAC) under the oversight of the Federal Communications Commission (FCC), this program is critical for modernizing school infrastructure.

We Are Your End-to-End Partner Navigating USAC compliance can be as complex as engineering the network itself. TRG will help you bridge that gap. We do not simply bid on projects; we act as your strategic guide through the entire funding maze. Whether you are a small rural library or a sprawling metropolitan school district, we ensure your application is sound, maps to your future technology plan, forms are correctly filled out, and your funding is secured.

Category 1 Funding (Connectivity to the Campus)

The Pipeline to Your District We build the critical infrastructure that connects your schools to the outside world. Our engineering team designs high-capacity Wide Area Networks (WAN) that maximize your Category 1 funding.

  • Lit & Dark Fiber Construction
  • High-Speed Commercial Internet
  • Network Redundancy & Resilience

Category 2 Funding (Internal Connections)

Distribution in the Classroom Bandwidth at the curb is useless if it bottlenecks in the hallway. We design, install, and support the internal architecture required to handle high-density 1:1 student device initiatives.

  • Managed Internal Broadband Services (MIBS)
  • Enterprise Routing, Switching & Firewalls
  • Wireless Access Points (WAPs) & Cabling

how it works: the E-Rate lifecycle (step-by-step)

Before you file a single form, we help you define the scope. We review your current infrastructure against your future educational goals to ensure your FCC Form 470 (Description of Services Requested) is accurate, technology-agnostic, and compliant. We help you ask for the right technology so you avoid getting locked into obsolete solutions.

Once your bidding window opens, we provide a transparent, competitively priced proposal that scores highly on both cost-effectiveness and technical merit. We provide all necessary documentation to help your evaluation committee make a defensible, audit-proof decision.

Selecting a vendor is just the start. We work with your team in filing FCC Form 471 by providing detailed Item 21 attachments, precise cost allocations, and our Service Provider Identification Number (SPIN). We stand by to answer USAC Program Integrity Assurance (PIA) review questions on your behalf to speed up funding approval.

Once the Funding Commitment Decision Letter (FCDL) arrives, we deploy. We coordinate the installation, testing, and sign-off. Crucially, we support the Service Provider Invoice (SPI) method. This means we bill USAC directly for the discounted portion of the project. You keep your cash; we handle the reimbursement paperwork.
